I believe that I have met Mr. Heathcote-Smith at meetings in connection with the Caribbean Commission, and at first sightwas rather inclined to share your doubt as to whether he is of sufficient standing. I think, however, that we must accept the advice of Mr. Bennett and Mr. Poynton, at any rate to the extent of refraining from expressing doubt in consulting the Governor.

I am fairly sure that it would be a waste of time asking the Foreign Office if they have an alternative, unless we are prepared to reject
